BERLIN CABINET ACCEPTS 'A PLAN
ATTEMPT TO BALANCE THE BUDGET.

BERLIN, 28th May.
Cabinet accepts the proposals, Dr. Wirth agreeing. The acceptance indicates that the crisis is over, and that France will not take,military action.
\- BERLIN, 27th May. Cabinet is considering the proposals which Herr Hermes, the Minister of Finance, discussed with the Reparations Commission in Paris. It is reported that these include Germany's consent to cut ■down -expenditure drastically, and if she is unable to balance the Budget, she will thus impose additional taxation. She will also cease printing paper money and withdraw from circulation all notes .printed since 31st March.' These proposals are conditional on Germany obtaining a foreign loan. The Chancellor disapproves the proposals, as going beyond his pledges to the Reichstag.
