The Senate has turned its attention to the Naval Limitation Treaty. Senator Reed contended that the Treaty would leave the United States helpless before the British,. Navy, and said he was basing his conclusion on expert opinion and compilations.
Senator Lodge, in reply, declared that the Treaty was made by the delegates to the Washington Conference, and not by technical naval experts, so that while it might not entirely suit the experts, it did represent the United States Government.
