ROME, 4th March.
The newspaper Messagero states that Fascists captured the Government palace at Fiume. General Zanella surrendered, and signed a declaration renouncing office as head of the Government. (P.F.UIEB'S TELEGKAII.) (Received March 6, 9 a.m.) ROME, 4th March.Details of the Fiume troubles show that the attack on the Governor's palace was made by Fascist legionaries headed by Deputy Giunta. After several hours bombing and machine-gun" fire in which both sides lost a number of dead and ■wounded, a military committee was sent by the besiegers to the Governor demanding disarmament of the police, and the resignation of the Government. The Governor subsequently issued a proclamation that compelled a surrender ' to the revolutionary forces, and transferred his powers to the National Citizens Committee of Defence., It is reported that General Zanella has left the town, and that the new provisional Govern.ment is installed at the palace. A later message states that the Com-> mittee of National Defence ' was proclaimed in consequence of the provisional Government's capitulation, after heavy fighting. The provisional Government and the Constituent Assembly have been dissolved, and the committee has provisionally assumed full powers and entrusted the maintenance of order to Carabiniere. ' .' The Royal troops have requested theItalian Government to assume the administration by appointing a-representa-tive who alone will be in a position to guarantee order and tranquillity. A national citizens guard has been formed. •
