The Naval Expertj, Committee has progressed far towards a settlement of the outstanding technical ■ prc-blems. .They have agreed upon a standard ton for the replacement programme, and upon scrapping methods. It is not expected in British quarters that , the French will press their views regarding ; tb# arming of merchantmen, though it is anticipated that some rules/on the matter will be laid downi It is' believed 'also that the French have received Instructions to agree to the 10,000 tons limit for cruisers. ■'. ■'v: ■' ' ''' " .
