JOINT BORROWING PROPOSALS.

A Wanganui deputation which met th« Minister of Publio Work« (the Hon. J. G. Coates) yesterday, raised the question of the rick of power boards to borrow outside New Zealand. The Minister said that his impression was that the boards had now all the' borrowing powers of local bodies, which included the right to borrow mside the Dominion. He proposed to submit to his colleagues propos*ls for extending these powers in tho direction of allowing power boards to combine to raise a joint loan—not a Stateguaranteed loan-T-but on/a which would provide for the requirements ot th© several districts, and would reduce the cost because the expenses of flotation would be divided. Security would be given over all the districts .combining.
