BRUSSELS, 7th Ootober, The Russian Famine Conference reached a crucial point on the question of credits. The British and French formula declares that it is impossible to discuss credits until the\ essential conditions of the recognition of old debts and security for new have been com^ plied with. The attitude of the conference towards the Nansen Scheme is decidedly negative. It believes that his guarantees are insufficient to attract serious contributions from the public.
