Labour's success at the by-elections came as a> surprise to most people. The newspapers attribute the turnover to th« economio distress, for which the Government is made the scapegoat. Th« Cape Times declares that the electors will be puzzled to say wliat-they hope U gain, by the decision, sjnc© neither of the successful Labourites offered a practicable alternative to th« Government policy.
