TOKIO, 12th August. An official edict states that the cen-tury-old rule prohibiting cheering and applause of a member of the Imperial House shall be abrogated on the occasion oi the home-coming of the^Crown Prince. The official English translation of the Imperial Household.announcement says: "The people lining the Imperial route are asked to clap their hands and give cheers, thus disregarding all old customs. The authorities are making the return of the Prince the. occasion for instituting numerous democratic innovations, including the probable permission to the press to board the Imperial ship and travel in the Imperial train."
