|The Daily Telegraph's correspondent at Berlin strikes a more hopeful note .regarding the Russian situation. The •rains in July improved the outlook in ithe Samara Government, resulting in a marked Jall in the price of flour. In parts of the Kursk Government the scorched fields were sown afresh, with good insults. The despatch of grain from districts with good harvests has already .begun, on private initiative. \ The crop* are vary good in Turkestan, wh«re a levy on corn has been made for the starving. There are excellent harvests in the Tsaritzan Government, due to the rainfail*. ' . f
