TRIPLE UNDERSTANDING
PROPOSAL TO BE BROACHED AT
CONFERENCE.
NEW YORK, 7th August.
It ia authoritatively learned that Mr. Lloyd George and the Dominion Prime Ministers are vexed over the United States' refusal, to consider an understanding between Britain, Japan, and America to take the place of the Japanese Alliance. Britain suggested a conference of the three Powers preliminary to the Washington meeting, in order "toreach such an ' understanding. Mr. Charles Hughes and President Jlarding, remembering the^ fate 'of the Versailles Treaty and the Franco-American defence agreement in the Senate, vetoed the suggestion, feeling certain \ that Congress 'would not accept it". It is "now regarded as certain, however, that the proposal will be brpached when the Washington conference assembles on 11th November. '■ . -* t
