OFFERS FROM AMERICA AND CHINA. (RBUTRR'S TELEGRAM.) (R-eceived April 19, 2.30 p.m.) LONDON, 18th April. Coal dealers axe preparing to import American coal. They state the cost landod will be less than for British coal. Labour and other difficulties will prevent general acceptance of American offers. Moreover the Government at prespnb is commandeering all imported coal. Chinese coal is also offering. It is of good quality, but is not regarded as cheap fuel for the English. '
