CAPETOWN, 16th April.

The report of the Commissioners sent to Germany to endeavour to arrange for the purchase of South African wool says the project at first was received most favourably by leading commercial men, but they soon c6oled off. The Commissioners conclude that the German Government, with the co-operation of the banks, is deliberately keeping tack the development of the country so as'not to give the appearance that Germany can pay the large indemnity. The report adds that it is quite possible that the value of the mark will be artificially kept at its present figure; in other words, directly the amount of the indemnity has been finally settled tha country will be allowed to develop on natural lines.
