LONDON, 28fch February. Reports as to th« position at Tiflis are conflicting. Georgian Government telegrams state that the city has not fallen. The Times correspondent at Constantinople states that anarchy and pillage are rampant in Tiflis, due to Bolshevik agents demoralising the Georgian 'Army, which melted away, allowing the 801-. shevik aTmy to capture the town, without resistance. Another Bolshevik army ii marching upon B&toum, on which a Turkish army is also marching. The Moslem population will certainly support the latter.
