TROOPS FOR VILNA
SWITZERLAND'S ACTION
DEFENDED
(Received February 28, noon.) PARIS, 27th February. ' At the Ijeagns of Nations' Council, M. Dunant, Swiss "Minister at Paris, defended Switzerland's action in refusing the passage of police troops to Vilna on the ground that her neutrality would be influenced. M. Bourgeoise pointed out the great moral effect it had upon the League's deliberations. The League had no intention-of sending international contingents to Vilna without guaranteeing conditions of absolute security. The discussion was adjourned. .
