PARIS, 20th January.
A German official memorandum to the .Reparations Committee points out that the first instalment of 20,000 million marks will have been paid by Ist May.
■ M. Briand outlined his policy in the Chamber of Deputies. It carries out his predecessor's military service scheme. The attitude towards Germany is not violent, conditionally on her fulfilling her obligations. It is intended to maintain all alliances. The policy opposes the political recognition of Russia, but will permit freedom of trade with that country. .
