ARBITRATION COUKT HEAD

ME. Ff V. FRAZER APPOINTED,

Cabinet has appointed Mr. I<\ "V. Frazer, who has been Assistant-Public Service Commissioner sines Ist March, 1920, President of the Arbitration Court in succession to Mr. Justice Stringer. Mr. Frazer will devote all his time to Arbitration Court business, and the Presidency of Jhe Court will no longer be regarded as* « stepping-stqne to the Supreme Court Bench. The new President will take up his duties at the beginning of February, and Mr. Justice Stringer will-go to "the Supreme Court Bench.

In the past the President of the Arbitration Court has also been a Judge of the Supreme Court, and has had to give part of his time to that Court and to the Court of Appeal. This, among other things, has delayed the work of the. Arbitration Court, and it is-there-fore expected that ths proposal to allow the new President to give all his time to ths work connected with, industrial disputes will give satisfaction. It is understood that the- new arrangement will be given legislative sanction when Parliament meets. <

Air. Francis Vernon Frazer, M.A., LL.B., was born on sth August, 18S0, and was educated at Nelson College. Aftei leaving school he had a short expsrionce of school teaching, and later he studied law. Ho had thirteen years' experience, principally at Christchureh, and also at Milton, Dunedin, and Waipawn. He took his degree of law in 1305, having specialised in economics. He was appointed Stipendiary Magistrate and Warden at Auckland and Whangarei in July, 1911, and was transferred to Wellington in August; 1918. He became Chairman of the Public Service Board of Appeal and the Post and Telegraph Board of Appeal. He was reappointed Chairman "of the Public Service. Board of Appeal in December, 1919, and held the position until 10th February, 1920, when he became Acting-As-sistant Public Service Commissioner. He was confirmed* in the position of Assist-ant-Publick.Service Commissioner on Ist March, 1920. Mr. Frazer has been a very popular Commissioner, and bis removal to another sphere of duty will be regretted by members of the Service.
