The Bolshevik General, Weber, states that the Reds have completed the scheme for. the Soviet administration of the whole of Polani The personnel lias been chosen, arid peace will only be made with it. .Most of the foreign diplomats have left Warsaw, owing to the unfavourable military situation. The British and French decided to go for fear of capture as hostages. The Italian and, Danish diplomats were ordered to return in any case. »
A later message say 3 that a great battle is beginning at the gates of Warsaw.

BERLIN, 15th August.
The Commander of the Fourth Bolshevik Army informed German pressmen that a Polish Soviet was formed at Bialystock and will proceed to Warsaw after the capture of the capital, and will there conclude peace with the Russian Soviet on a basis of self-determination.
