WASHINGTON, 31st March. The Republican leaders introduced a resolution in the Senate declaring the state of war with Germany ended. The motion was referred to the Foreign Relations Committee, with the object of its reappearing in the Senate on Friday, the third anniversary of the Declaration of War. ■ I ■
