Influential shipowners have signed a memorial protesting against the failure of the railways to handle the country's traffic, and the resulting congestion of the docks and other delays, and increased cost. The signatories suggest that the railways should be worked in three eighthour shifts per day in order to make the utmost use of the rolling-stock.
