CONDITIONS WORSE IN SAXONY.
(REUTEIt'S TEL7GRAM.) Received March 23, 2.30 p.m.) BRUSSELS.. 22nd March. The latest information from Aix la Chapelle states that the situation in tho Rhino industrial region is unchanged. Following sanguinary fighting north of Neiderich, near Duisburg, the Government forces retired. The Spartaciets declare that- their movement is not against the armies of occupation, and have requested permission to send their wounded via Ruhrert, which they propose should be regarded as a neutral zone. A message from Halle, in Saxony, says the situation there is considerably worse. There has been lively fighting between the troops and armed workers, and the town is reported to be surrounded by the workmen.
