THE 1 POLICY OF LUTTWITZ.
PARIS, 16th, March. Bauer announced that one of the gravest proposals Luttwitz submitted to the' Berlin Cabinet was- that the demobilisation of the .army in. accordance with the Versailles Treaty should not be carried out, and that war material should not be destroyed. Germany, on the contrary, should, according to Luttwitz, prepare for a new war. It is reported that the Kapp Government's settlement conditions included the granting of aii amnesty for all who took part in the coup d'etat.
