The newspapers declare that the strike has failed everywhere, and that the foreign Sppialist leaders will- call it cff, fearing that a balf-hearted'ccntinuatipii will be disastrous to their prestige. A Minister declared that the "Bolshevik carnival" has exhausted itself. The Government is keeping a firm hand on events, and a speedy return to order is
expected.
