"Litvinoff has issued a statement that while he was hopeful of a good result from the repatriation negotiations, he felt bound to say that no satisfactory solution was possible until the military operations in Russian territory and the isolation of Soviet Russia were removed. The re-eptry of Russia into economic intercourse with the world was of equal importaripe to herself as tp the Allies. The longer the war lasted the longer France must wait for the payment pf her interest.. There was even a possibility that it would not be paid at all.
