\ Drastic measures to reduce the use ef coal will be shortly enferced unless the miners return to work. All the railroad services will be cut by half, electric ' lighting of cities will -be reduced, and trains will be only partially heated. Business hours have been reduced in many cities. A large number of industries in mid-Western States have been compelled to shut down their plants, owing to shortage of fuel.
