TREATY PARTIES.
(Received December 8, 9 a.m.) WASHINGTON, 4th December. It is reported that an International Conference, composed of representatives >f the Powers which have ratified the treaty, will replace the Peace Conference. Britain is understood to oppose an/American suggestion that a Commision of Ambassadors should be formed
