BRITAIN'S PROPOSALS.

The New York Times correspondent at Washington says it is understood that Britain had proposed that the United States, England, France, and Japan should advance immediately to China a 25 million dollar loan. Also that further loans should be advanced on condition that the Chinese twrops raised during the war be disbanded, and that a solution of the dispute between North and South China be arrived at. It appears that the United States did nob accept the proposal in view of the Chicago banks' loan to China.
