MELBOURNE, This Day. It appears that Mr. Hughes's statement regarding the payment of soldiers' gratuities in cash was.mads as the outcome of conferences with financial institutions and promises by large employers that they -were willing to take the bonds and cash them. It is stated that the bulk of the soldiers realise that cash payment will mean serious financial embarrassment to the Government, and the men are prepared to accept nonnegotiable bonds. The Federal Treasurer is now negotiating with the bankers.
