NEW YORK, 10th November.
It is understood that the Russian problems will be referred to the League of Nations, which will give mandates over different sections of non-Bolshevik Russia. It is suggested that England should become the mandatory Power for Northern Russia, the United States and Japan for Siberia, and France for the Ukraine. It is said that the League, assisted by tho Russian Council sitting in Paris, will be able to direct operations against the Bolsheviks without necessarily granting recognition to any one Rassian Government.
