After hearing Mr Hoover, the Supreme Council sent a telegram to the Allied mission in Budapest, declaring that the Allies could not conclude a lasting peace with the Hungarian people as long as the existing Government, established by a coup d'etat, and carried out by a small group of police under the protection of a foreign army, remained in power.
