A draft ' Order-in-Council proposes to empower immigration officers to refuse aliens permission to land in the United Kingdom, especially panpers, lunatics, diseased persons, and convicts. Mr.. W. F. Massey, in his speech at the luncheon tendered him by the Empire Producers' Association, said that for a century enemy aliens would not be ■ allowed to settle1 in New Zealand. If Britain did not act in a similar way the sacrifices of the war would largely be'in vain. .
