Lane, Secretary of. the In- 1 terior, says it would be unjust to Jugoslavia to give Fiume to Italy, in view of the necessity for ani adequate sea outlet for the Croatian, hinterland. Italian claims are based'on Italian desires, the granting of which would result in perpetual friction. 1
