[The late Right Hon. G. W. E.Russell was the youngest son of the late Lord Charles Russell, sixth 6on of the Duke of Bedford. He sat in the House of Commons from 1880 to 1885, and from 1892 to 1895; was at various periods Parliamentary Secretary to the Local Government Board, Under-Secretary for India, and Under-Sccretary for the Home Department. He was the author of a number of works of a philosophic and religious character.]
