The new Health Bill; which has been read a second time,' collects tijie powers, relating to public health, which are now. dispersed among many departments. Eighteen hundred local,authorities are to be abolished. The plans of the Local Government Board, the Poor Law Guardians, and Insurance Commissioners will be developed for a great campaign against" disease. The Bill provides liberal funds for-research.
