NEW YORK, 15th February. The American Press comment on the League covenant is cautious, and doubt is expressed as to the attitude of Congress.
Mr. Taft is pleaded with the results, which are better thin he had hoped- for. European exigencies, he considers, will in course of time supply further safeguards.
