NAVAL STAR SHELL.

The fighting efficiency of the American Navy at night will be increased about 26 per eont. by the perfection of a star shell operating at long range under all conditions at sea. The now shell, which is said to excel any produced by other nations, and the history of its development are described in a statement •by the Navy Department.
