NO PEACE WHILE ANARCHY
REIGNS

LONDON, 12th February.
The Premier sold that no proposal had been made at the . Peace Conference to recognise the Bolsheviks. Russia presented a difficult problem. While the immense country Was seething with anarchy, disorder, and bloodshed, the world could not have peace. The Government was considering alternative methods, including honest straightforward intervention. The Allies had already provided guns and munitions. America was sending .neither men, money nor material. If men went, Britain and France would have to. provide them. 'The Government sought to confer with the Bolshevik's in the hope of'finding a way out of the chaos.
