FRIENDLY CO-OPERATION WITH CiiINA. PARIS, 6th February. Baron Makino states that Japan is willing to return Tsing-tau to China. There were no secret stipulations in the treaty of 1915. The treaty with China in 1918 regarding the Shantung occupation does not contain anything not known to tho 17nited States and the Allies. Japan did not seek territory in China, only friendly cooperation and peaceful relations.
