LEAGUE CONSTITUTION
REFERENCE TO BRITISH PARLIAMENT. PARIS, 7th February. The framework of the League of Nations may be considered at a plenary session next week, prior to President Wilson's departure. Although there is nothing in the British Constitution to compel it, it is quite certain that the constitution of the League will be submitted to Parliament. It must, however, go before the American Senate.
