LONDON, 29th January.
.Mr. W. A. Watt's proposal to pool the Empire's war debt has been sympathetically received in the city, but some doubts are expressed as to the possibility of its acceptance, mainly on the ground that Britain would be held responsible for the aggregate liability, while it would be virtually impossible, as well as undesirable, that Britain sho^d exercise any control over the finances of the individual Dominions.
