The Paris correspondent of the Central Agency states that President Wilson has accepted a proposition that the fate of the colonies must be decided by the Peace Conference on condition that the decisions are subject to ratification by the League of Nations.
(Received February 1, 10 a.m.) LONDON, 31st January. The Exchange Telegraph Agency understands that the arrangements for the colonies are subject to review after two years.
