NEW YORK, 30th January. The Washington correspondent of the New York Times states that the Pood Administration has submitted to Congress a Bill for the appropriating of 1,250,000.000 dollars, to ensure that farmers .-shall receive the Government's guarante<sd price of 220 cents per bushel for wheat.;
