BEGINS RESTITUTION FRENCH' RECOVER LOST TREASURES. (Received December 6, 12.45 p.m.) SYDNEY, This Day. ■ A Reuter message via America states #iat Germany has begun to make restitution, and she has delivered to the Allies three hundred million francs in gold, which came from Russia. The French have recovered the rich collection of art works which was stolen at St. Quentin, and paintings from the muaeum at Valenciennes.
