Mr. Winston Churchill, Minister of Munitions, speaking sit Dundee, said the Admiralty had decided that it will be unnecessary' to demand the return of Heligoland. The' Government had 1 decided on the nationalisation of the railways. We intended to make Germany pay to the uttermost farthing for the harm she had done, in gold .and shipping securities and other available liquid assets. The Government policy includes the production of power.
