AMSTERDAM, 3rd December A message from Berlin states that according to the Rh^mische W,estfalische Zeitung, considerable financial alarm is still prevailing in Berlin. People continue to withdraw bank and post offioe deposits. Payments of rates and taxes have ceased in Greater Berlin since the revolution.
