ALLIED COUNTRIES MUST COME FIRST

Mr. Hoover said the, first concern ■would be the smaller Allkd countries. There were seventy-five million of their people needing food immediately. _ The feeding of Germany was essential, though one necessarily had mixed feelings when one thought how tHe Germans had robbed other countries of their food or sank it at sea.
