The New York Times Washington correspondent states that the Russian Embassy has received official despatches from' Ufa that a Provisional • Russian Government has been formed, that the Government has repudiated the BrestLitovsk treaty, and will fight Germany and the Bolsheviks. (Received September 28, 9 a.m.) NEW YORK, 27th September. ■Members of the National Constitutional Assembly elected a year ago form the new Government, which is composed of a directorate of five members, among whom are the present or former her.'ds of ■ the three main sectional ' Governments—Archangel, Omsk, Samara. The directorate members are Avksenteiff, Asr'tof, Vologodsky, Tskhaicovsky, and Boldireff. The new Government will co-operate with the Czecho-Slovaks. "The Embassy has also received, a cable message from the Russian Legation in Pekin saying that the Omsk Government has mobilised two classes of soldiers, and there is now ah army of more than two hundred thousand men and thirty thousand officers, who are well organised and disciplined.
