SUBMARINES TO MAKE A SUPREME EFFORT
YON SCHEER'S FAITH IN THE U-BOATS (Received September 16, 8.30 a.m.) AMSTERDAM, 15th September. Admiral yon Scheer (Chief of the Admiralty Staff) told members of the Reichstag:—"l do not doubt for a moment that we will bring England to negotiation by means of the submarines, but I must decline to fix a date." (Received September 16, 9 a.m.) LONDON, 15th September. Information hos_ reached London that the German Admiralty, in view of the outburst of public denunction over the failure to interfere with the American transports, has ordered the submarines to make a supreme effort to destroy troopships.
