SEVERAL PERTINENT QUESTIONS.

Some people' are still perplexed' over the details of the new.-milk scheme. One correspondent, in a letter to the :Editor, mentions several points of general interest. Her letter reads as follows:: — : "Do I understand from the report in the paper that householders are expected to buy coupons for all milk supplied; in ■fact, pay for the milk before they get it? In which case, if a coupon is placedl' in the receptacle nave we no redress if short quantity is left, or protection from pilferers of the coupons? Also, shall we be obliged to receive milk from tho vendor who may bo sont by the Corporation, and not from the tradesmen^we prefer?" The position- is very clear from statements which have been made from time to time by the Chairman of the Special Milk Committee (Councillor Norwood). Under the hew scheme it will be necessary to purchase coupons and so pay for the milk in advance. It is..hoped,to run the scheme as economically as possible, and consequently no credit will bo given. This will obviate the necessity of keeping accounts, and, in' addition, there will be no bad debts incurred. The lattet factoi is important. As to the second question-, the householder will have ample opportunity of redress should short measure be left. The Corporation: will establish a complaint- department,. and Councillor Norwood has stated definitely that every complaint' will be fully investigated and the vendor dealt with accordingly. The final question touches a point of considerable interest to all householders. Under the block system, which ??T,l be introduced from the commencement, it will not be possible for any customer to choose his own- vendor. The customer must take milk from the vendor who is allotted the particular block in which, he or she lives. Tha city will bo divided up into 60-gallon. blocks, and no vendor will be'in a.position to serve any but his regular customers. ; ......
