The "peace" treaty which Rumania has been forced ..to, sign through 'Russia's betrayal is a grim document.- It completely enslaves Rumania. ■ Summarised, its provisions mean:— :, '..'■'.
Return to Bulgaria of the southern part of the Dobrudja acquired from Bulgaria in 1913. The northern- part to be governed by a Germanic Commission. This is the way out of the quarrel between Turkey and Bulgaria, who is preening herself-on having, lost no territory. Rumania's Hungarian frontier to be "rectified," i.e., Hungary is to control the passes and, it is believed, to get the south-western corner of Rumania. Austria, gets a slice of Moldavia. No indemnity, but "special arrangements" foi war damage. ; The Germanic Allies to maintain warships on the Danube. Wide Danube powers are taken, by the Germans. Occupied territory not to be evacuated until "later on." The cost of the six Hum divisions thero to be defrayed by Rumania.- This force's right to requisition! is "restricted" to corn, peas, beans, fodder, wool, cattle, meat, timber, and. oil. Surplus munitions to be handed over to the Germans "until the general peace,'.' but really, meaning for use in the West. A German General Staff officer to be "attached" to the Rumanian Commander-in-Chief in Moldavia, who will .clearly, be under the Staff officer's thumb. "All men serving in the army and navy who in peace time were employed mi connection with harbours or shipping shall on-demobilisation bo the first .to be. dismissed." ■ This is because the Germans want to accelerate the export of grain from the Ukraine. Economic * relations." to. be. Regulated.;by, separate treaties.' 'These are known' to' involve a German monopoly of Rumania's great oil industry and first claim on her harvast for a term'bf years.
