A FINE FOR AN OMISSION.

CHRISTCHURCH, 15th July. At the Magistrate's Court to-day Ralph Martin, a negro American citizen, •was charged -with failing to notify a change of address tinder the Registration of Aliens Act. The defendant had previously been charged with failing 'to register, but this charge was withdrawn as he had registered. When attention' was drawn t6 his omission he explained that he was under the impression that registration was only required from enemy aliens. His counsel Said a general misapprehension existed among the public that "men of Allied races were not required to register, and remarked that if President Wilson came to this country he would be in the same position as Martin. The Magistrate imposed a fine of 10s and costs.
